Red Hill residents are lucky because they can walk in the bush almost from their doorstep. They can take their youngsters for a walk or ride along quiet lanes (Prossors, Arkwells, Bayne St etc) without encountering traffic. Rosebud residents have the foreshore for such recreation in nature. Campers from suburbs such as Brunswick and Preston flocked to Rosebud because of its cheap camping and the miles and miles of trees as a reporter put in in the 1950s. Some of these campers such as the Phillips family (Hindhope Estate) bought blocks just over the road and the McDowells (by 1919) joined the Peateys (1888) near the school. The council was struggling to raise enough rate revenue to deal with road maintenance and drainage and had no hope of buying land for recreational purposes. Until after the second world war, Rosebud consisted of the ROSEBUD FISHING VILLAGE on the foreshore and a small number of houses just over the road. Because of the councils rate revenue being insufficient to buy land, many of Rosebuds facilities were built on the foreshore but now that would not be allowed because of the VICTORIAN COASTAL STRATEGY AND THE REQUIREMENT OF COASTAL DEPENDENCE. Strangely the Minister did not ask for coastal dependence to be proved when he granted conditional approval for use. He did ask for widespread support for the foreshore site to be demonstrated. Now, if I had taken up a petition from Rosebud residents along the lines of WE URGE THE COUNCIL TO ESTABLISH A TIP ON THE CHOSEN SITE WITHOUT DELAY and told them of huge rate increases, possibly fewer collections, stinking piles of rubbish and other emotional stuff, I could have collected a lot of signatures. If the council used my petition as evidence of overwhelming public support- backed by Martin Dixon and Greg Hunt, how powerless would you and the Arthurs Seat residents feel? Luckily those residents demonstrated their overwhelming opposition to the proposed site. They were well-organised. The silent majority of Rosebud residents are not well organised but flocked to the meeting at the memorial hall about the site for the pool. You can achieve the ministers requirement for evidence of community support and your aims (in bold type in the quote) by calling a public meeting so that the true overwhelming support re the pool site can be ascertained. As well as contributing to planning and environmental issues, I believe it is imperative that Green Wedge areas are protected [b] and that the rural amenity unique to the peninsula is retained for the future, together with ensuring that coastal precincts and character of our townships are preserved and managed correctly. It is essential that only appropriate, sustainable development is allowed to proceed and that environmental issues are treated sensitively in these areas.[/b] Of course planning and sustainable development issues throughout the ward will also receive the same balanced and objective rationale. This email and your reply will be published on the SAVE ROSEBUD FORESHORE Facebook page. Failure to reply or support a public meeting will be seen as an indication that you already know there is no OVERWHELMING PUBLIC SUPPORT for the foreshore site and that your quoted passage above is nothing but hollow words.
