El Murid pointed to this short speech by Sergey Danilov, a member of the working group for creating Novorossiyas financial system (El Murid also added to it on his site his own self-explanatory title). According to Danilov, the existing attempts at creating and starting Novorossiyas financial system have been blocked from Moscow, namely by Surkov who was put in charge of the Ukrainian portfolio. A week before this was recorded, Surkov decreed that no financial system is to be pursued since Donetsk and Lugansk ought to stay under the regime of Ukraines hrivna since the standing course of Moscow is for Donetsk and Lugansk to remain part of Ukraine either under some federalized system or with some unspecified autonomy. According to Danilov, Novorossiya is a unique opportunity to create a new more just society. This was also the aspiration that led the first leaders of the pro-Novorossiya movement. However, these people have been for most part purged when Surkovs management reasserted its dominance. Currently, under Surkovs management, there is significant smuggling between Ukraine and Russia through Novorossiya, which enriches oligarchic mafias in Russia as well as Ukraine and which has become part of the system which Surkov and his associates has been installing.
