Environment is traditionally treated as a free good by the general public which should apparently be utilized unabated, irrespective of its destruction or degradation. Over the past years, environment management has been enforced through command and control policies. These include laws and regulations. The regulatory approach to environment management is thus costly and slow in terms of litigation since, for instance the fines imposed by courts of law are either too low to deter offenders or less punitive enough to cause compliance. Proactive enforcement of anti-environment laws by government agents instead breeds resentment and confrontation by the community. The biggest task ahead of central and Local Government will be the adoption of economic instruments like eco-funds, carbon trading, property rights, market creation, taxation, and debt-for-nature-swaps financed from grants and/or external borrowing. The other challenging approach will be the encouragement and popularization of voluntary initiatives like collaborative forestry management, eco-tourism and agro-forestry to mention some. Like ·
