Every time two thirds of a city council comes together and vote against (which is legal) and not for the upcoming years Budget in which the mayor presents to them for day to day operation of the city during that calendar year, it is the citizens of the city who loses. A city council, comprised of two thirds voters who always vote against improvement of a city, can also keep a city bound in poverty. The mayor and every city council person who makes up the municipality of a city is elected in to office by the vote of the people with the expectation of governing the funds so it is the people of the city who reap the benefits. When Budgets do not get approved, the town and the citizens suffer. The Budget is comprised of tax payer dollars residing in the city. The tax payers dollars pays, not only the mayors salary, but every city council person and hired worker for the city, as well. The municipality, in other words, works for the citizens. Therefore, citizens have the right to know how their tax dollars are being spent to take care of them. The mayor has the sole responsibility of running the day to day operation of the city. No matter what the mayor of a city presents to the council for the good of the city, for instance, a library or a recreational park, if two thirds of the council, who was voted in to have the best interest of every citizen at heart, comes together and vote against a library or park, then no library or park will the city receive. The mayor then has the power to veto the city councils decision so that it maybe brought back up for discussion. However, if the city council is behind working together with a mayor who has proven time and time again to have every citizens best interest at heart, then not only will a veto not ever be necessary, but, the citizens will begin to see revitalization in their dying town. So, the best way for citizens to utilize their right of knowing how their tax dollars are being voted on by the municipality of their city is to attend every city council meeting. Citizens, who are also voters and tax payers as well, have the right to even ask questions, outside of council meetings, of every council member and mayor too, of how money allocated for the Budget is being spent. When everyone in a city comes together and work for the good of the city, the opportunity becomes one where every citizen has equal chances to grow in a positive direction. ~Amen~
