Excluding locals (or a countrys citizens from any benefit of their resources is equal to any other robbery! Allowing wealthy foreigners to own outright a countrys resources is part of the colonizing paradigm of the Caesars, its what Empires do! This brutal/selfish paradigm must come to an end and we move into a less competitive world where compassion/consideration are the foundation of our values! If there was a military funded to go around the world and make the marginalized majorities experience on earth more pleasant for a few years I think we wouldnt see so much violence! Its violent because the current paradigm values selfishness and greed, its been built by the most aggressive competitive people the worlds population has to offer! Look at the rate at which education is delivered most higher learning comes with a workload that by default excludes the less aggressive and perhaps more considerate from the top of the hierarchy! Its a paradigm that has far too few winners and way too many that lose!
