Experience of an administrative officer- When I joined after promotion my relieved senior told me I have left three numbered envelopes in the drawer. Open an envelope if you encounter a crisis you cant solve. Three months down the track there is a major drama, everything went wrong - and I opened the first envelope. The message inside says Blame your predecessor! As adviced, I did this and got off the hook. About half a year later, I had to open the second envelope. The message read, Reorganize! So I did, and the department quickly rebounded. Three months later, at the next crisis, when I opened the third envelope. The message inside read Prepare three envelopes, you gonna soon be replaced. This is how system works.
