Explaining the Axiom: State First, Constitution Next and Government the Last. 1. Constitution is framed, amended and adopted for the state to exist and so does the government to promulgate and serve. Terra Firma is the first essential of the state, Homo-sapiens second and Constitution third. No state in space. Treaty of Westphalia and Unification of Germany have related lessons and debates in particular under the statesmanship of Bismark. 2. Corrupt, failing and opportunistic governments cannot be allowed to rule or else the States will be bankrupted - at times may cease to exist. Fall of Dhaka is the most pertinent example. Others include dismemberment of Yugoslavia after Marshall Tito and more. 3. Irritating thinking minds; Democracy without accountability and due checks and balances resulted in failures in many parts of the world. It is otherwise not a universal system. Vote after five years and huge capitals shifted to Switzerland are but the results. Accountability means penal action and recovery of the stolen money. Fighting to stop the white collared crimes committed by the politicians.
