BUD General Manager 09177101892 RPMA PORTS EYE REGIONAL ALIGNMENT Midterm 2014 was a corporate period fraught with unprecedented achievements mostly reform-related of the Regional Ports Management Authority (RPMA), ARMM. During the two-day performance/assessment forum conducted over the week-end by the Management Committee (ManCom), participated by RPMA Senior Staff, PMO/TMO Heads and Consultants at EM Manor, Cotabato City, presided over by Hanie A. Bud, General Manager, the six-month period from January to June had yielded gains to the regional autonomy. On top of the list of accomplishments, as reported by PMO Managers and TMO Terminal Supervisors, is compliance with UN/IMO Convention Agreements and the provisions of the National Security Programme for Sea Transport and Maritime Infrastructure (NSPSTMI) imposed by the DOTC/Office of Transportation Security (OTS), the single authority designated to implement the Code and the Programme as a contracting government pursuant to E.O. 311. Effective June this year, six (6) RPMA facilities are awarded five (5) years Certificate of Compliance by the OTS after submission of the mandatory Revised Port Facility Security Plan/Assessment (PFSPA) duly approved for Baseport Jolo, Sulu; Baseport Bongao, Tawi-Tawi; Terminal Port Lamitan, Basilan; Terminal Port Siasi, Sulu; and Terminal Port Sitangkai, Tawi-Tawi. PMO/TMO Heads are designated Port Facility Security Officers in concurrent position. Complementary to this, GM Bud disclosed that RPMA is now preparing to launch a proposal to source security equipment/materials from domestic and foreign donors in partnership with MinDA and LGU leaders strengthen RPMA ports security preparation. As reported during the forum, the period also saw the opening and development of a centralized corporate fund of the Authority to strengthen the exercise of its fiscal autonomy as the only Government-Owned and Controlled Corporate (GOCC) of the Autonomous Regional Government (ARG). Consequently, vital Port Bodies to include Port Management Advisory Committee (PMAC) and Ports Security Advisory Committee (PSAC) are now fully activated to reinforce RPMA bid to develop ARMM Ports as vibrant facilities for the interest and welfare of the business sector and constituents of the island provinces in the archipelagic sub-region of Southern Mindanao. Likewise, the RPMA Governing Board is now in full swing acting as its highest policy-making body as provided for in the Authority’s Administrative Code’, GM Bud also cited. Today, RPMA through the Governing Board funds repairs and maintenance of port facilities, as approved and disburses/liquidates financial accountabilities in conformity with the Authority’s policy and COA audit procedure. Presently, a Coordinating Satellite Office is established in Zamboanga City to monitor and respond to PMO/TMO on issues and concerns or problems with dispatch as maybe needed. GM Bud pointed out that the reform agenda of the ARMM under the leadership of the Hon. Mujiv S. Hataman, ARMM Regional Governor, is focused to sustain RPMA alignment in terms of safety, security and labor productivity prescriptions in the national/regional maritime highway to be competitive as vital link. Viewed from port performance, all facilities are now geared towards addressing increased demand and utilization as current trade traffic on shipcalls, cargoes and passengers now indicate an uptrend behavior. RPMA presently mans two (2) baseports and five (5) sub-ports and exercises regulatory powers over all municipal and private ports/wharves in the insular provinces. Also, ‘coordination with local leaders is maintained to ensure smooth and uninterrupted operations of our southern backdoors’, GM Bud stressed. Approved for Publication: HANIE A.
