FREMANTLE RESIDENTS’ AND RATEPAYERS’ ASSOCIATION, INCORPORATED (FRRA) Dear FICRA Members – please see the announcement below for details on the formation of a new wider group for Fremantle which will have a broader remit than inner city precinct issues. Fremantle Residents’ and Ratepayers’ Association, Incorporated (FRRA). FRRA would like to introduce itself. Our motto is Ratepayers Require Representation. FRRA has recently been revived as a result of a perceived need for a fully constituted, independent group representing all electors within the City of Fremantle, but primarily, ratepayers. FRRA’s mission is to monitor Council activity to ensure accountability, transparency and consultation. Recent decisions and actions of the Fremantle City Council have involved large amounts of ratepayer funds but limited opportunity for ratepayer consultation or participation. As a result, some ratepayers and residents feel disenfranchised and powerless, even exploited. For example, there are questions to be asked when Council takes the trouble to ask constituents by mail if they choose dogs on or off the lead on the Esplanade between 6am and 9am (a negative cost to ratepayer) but refuses to allow community consultation on whether there should be major changes to the current Fremantle Esplanade Conservation Plan, involving a development that will cost ratepayers $1 million or more up front and unknown annual costs, including maintenance and upkeep, and has no management plan (Ref: CEO, Fremantle City Council 2/7/2013; Director, Community Development, 2/7/2013). The State Government, who owns the land, has so far declined to intervene because it has been informed by Council that there has been adequate community consultation. FRRA is actively seeking a satisfactory resolution of these concerns through a range of channels. To the best of its abilities, FRRA also intends to continue to highlight and address concerns about poor process and consultation at the Council in the future whenever it comes across evidence of them.
