FROM THE NEWSROOM: At a Putnam Board of Finance meeting last night, members of the board passed a final change to the proposed $22.1 million budget. The changes brought the mill rate down to a zero percent increase from the 2014 budget. The budget cuts, first discussed by Selectman Scott Pempek, included a proposal for a full-time building official to be brought back down to part-time and eliminating an assistant treasurer position. The changes also included adding more to the treasurer budget to allow for consulting services next spring. Pempek came up with the additional cuts after residents at a public hearing voiced concern with the special services districts 1.3% mill rate increase. Even though the Board of Finance has no control over this increase, the Selectman wanted to be fair and address the citizens complaints by getting the general government budget down to a zero percent mill rate increase.
