FROM THE NEWSROOM: Within the last few weeks, Woodstock town officials have received approximately 11 bid proposals from various contractors for the towns potential solar installation project at its transfer station. First Selectman Allan Walker said that, as of now, that list of proposals has been narrowed down to the top four, which will be given the opportunity to provide presentations before local officials. As the possibility of constructing a 1-megawatt array of solar/photovoltaic systems above the towns now-closed landfill – which Walker described as otherwise unusable land – continues being explored, Walker said there are two main options that need to be considered: whether to go with outright ownership of the panels, or with a power purchase agreement. Under a PPA, Walker says the town wouldnt own the system, but the provider would allow the town to receive electricity at lower cost than normally possible. No matter which option is chosen – if any option is chosen at all – Walker said the ultimate goal is to save the town money; he noted the successful installation of solar panels on other municipal properties including the town hall, town highway garage, schools and firehouses. Still, Walker said, this is expected to be by far the largest solar system installed for municipal use in Woodstock. Depending on which bid is chosen and what level of ownership the town chooses to have over the panels, Walker said the project could cost anywhere from next to nothing to $3 million; no time frame has been set for this project yet.
