FUFA ACTIVITY REPORT BY FUFA PRESIDENT ENG. MOSES MAGOGO The period since the last General Assembly in Njeru where this current executive was given mandate to steer football, it has been nothing but an experience with achievements and challenges all in all milestones in my 4-year journey here. The delivery of the current FUFA executive Administration is calibrated against my manifesto (IFET). This has not been a star performer president but a team and a consolidation of achievements made under the Presidency of the Honorary President Mr. Lawrence Mulindwa and the Administrators before. Continuation of Business The Main Agenda was to continue with the standards set but also improve in other areas of football. I am happy that there has been largely continued business execution without a drop in the standards set. Internal Institution Re-organisation Secretariat The modern game has taken the turn to separate functions of policy makers and implementers to provide better supervision and internal control mechanisms. My immediate task was to strengthen the FUFA secretariat by the FUFA EXCOM ceding lots of its operational role to undertake policy making. Personnel We gave FUFA staff 6 months evaluation period to convince management that they are up to the task and speed. A fair evaluation has been conducted by the FUFA CEO and performance contracts have been issued to staff that will continue while those to be retired have been duly informed. We believe the continued payment on time and various staff training as scheduled will not only motivate staff but also improve on service delivery. FUFA Assets We have kept FUFA Assets prudently and more assets have been acquired. More furniture, Computers, Mobile devices and other Equipment have been acquired to the Board Room, Technical Centre and other offices. The Buildings at FUFA House and Njeru have also been prudently managed with many improvements. The FUFA Mini-Bus has been put back on road, we have also acquired a new car for the FUFA CEO and a Service Van. We have maintained the Car for the Technical Director and Uganda Cranes Bus in good shape. There is wifi internet connection all over the FUFA House building. The Executive Lounge, the most equipped office at FUFA house, has been created for members of the FUFA EXCOM to get a working environment while at FUFA House. Security control systems have been installed to allow a secure environment and more time for the staff to work. We have continued to house and support the Elite League Staff in execution of their mandate. Systems and Service Delivery Roles FUFA has setup a Registration and Search Bureau that will enable stakeholders register their football documents and also search to access required information. FUFA EXCOM We have continued to conduct FUFA EXCOM meetings as scheduled and required by the FUFA Statutes where members have been required to be as free as possible to discuss the matters and decisions where in certain non-unanimous situations a vote has been called to determine the decisions. All members of the FUFA EXCOM have respected and supported even decisions they did not vote for. Members FUFA has been able to provide financial support to the members. Over 160m UGX has been paid to members. All the 6 of the 8 Regional Football Associations (RFAs) now have functional office premises. The strategy has been to empower RFAs to manage, regulate and direct football development in their respective jurisdictions. The structures are taking route with RFA executive committees and RFA assemblies taking decisions and at least one fulltime staff now employed for each RFA implementing the decisions. This has been made possible by FUFA increasing is financial support to the RFAs from 8m UGX to 80m UGX. We seek to further increase on the financial support to all the members of FUFA Group Photo: Western Region FA General Assembly The FUFA Regulatory Function One of the cardinal roles of FUFA is to draw regulations for the various activities and functions in the game of football in Uganda. In addition to revising the existing regulations, we are proud to have passed the following new regulatory frameworks; • Competitions • Intermediaries • Elite League • Status and Transfer of Players • Disciplinary Code • Referees Manual • FUFA Referees Manual • National Team Code of Conduct • Non-FUFA football competitions • Club Ownership Regulations Finances In my team manifesto, we promised to approach this cardinal resource area by increasing on the revenue streams and prudent management of the meagre resources. We have since started a system where all payments for services and items at FUFA are by Bank Slips instead of Cash. Since 1st July 2014, we introduced a budget-vote control mechanism with various cost centres and cost centre managers. These internal controls have minimized finance resources leakages. Photo: FUFA President receives cheque from NIC Managing director for revised Uganda Cranes package There has also been a huge increase in revenue from other sources such as Sponsorship (About 1.2b UGX from 600m UGX in 2012/3) and Government funding (About 1228m UGX from 26m UGX in 2012/3). Merchandising has also eventually become a source of revenue to FUFA (about 50m UGX raised in 5 month from a non-income). We have renegotiated with NIC and have since improved the value of risk of the Uganda Cranes players from 300m UGX in 2012/3 to 660m UGX per annum and will install a 30kVA Generator at Njeru Technical Centre while negotiations with Nile Breweries have helped FUFA finance the hugely successful “Uganda Cranes naMutima” Campaign, where the Uganda Cranes has been able to tour the regions of Uganda We are running 20 international matches of our national teams in 20 weeks and this is unprecedented. It has caused a lot of financial strain and cash flow challenges. We have managed to undertake all our financial obligations including running down some and servicing other liabilities that were inherited. We have also attempted not to accumulate more liabilities in order to finance our activities. Eng. Our communications department has been tremendously improved by the arrival of Hussein Ahmed. The Digital Platform of FUFA which includes the official facebook page, Twitter and the FUFA website has been buzzing since January 2014. Textual, Audio, video and pictorial communication has been shared on this Digital platform in a timely and professional manner. We have been very alive in the conventional print and electronic media. We have drawn a new communications policy and there is a lot we are planning to further improve in our communication strategy. Watch this Space. We have also acquired 3 new professional and experienced staff in the area of marketing instead of the voluntary marketing committee members. Together with FIFA, we have taken these staff through further football marketing training. Eng. Moses Magogo unveiling the new FUFA logo We also decided to rebrand FUFA with introduction of the new logo and change of the home and away kit. FUFA has also finally registered her Trademarks. This has now built a strong foundation for generating revenue from merchandising. The Marketing Team at FUFA has embarked on nurturing the various commercial properties, building the Brand Value and also generating revenue. This is a continuous process but so far we have the highest hopes ever of attracting more resources. Considering the volume of potential partners and sponsors in the pipeline, I strongly believe that fulltime marketing professionals might be the turning point in resource mobilisation The Airtel Sponsorship, the biggest in the history of Ugandan Sport, has been a massive achievement that has helped FUFA fulfil its enormous obligations. On behalf of football, we ask the football fans to consume more Airtel products. Similarly to all the Sponsors inclusive of Nile Breweries and NIC. External Relations There has been a consistent effort to reach out to all and sound the reconciliation drums but not at the expense of compliance. This has helped in diffusing some combats that would have taken away a lot time, human and financial resource from football development. I am aware we cannot have everyone see things our way but largely there has been progress in this area without necessarily mentioning examples We have created relationships with other Sports Federations, international Football Associations and we have now revived the Meridian Project were Ugandan Coaches are trained in Coaching. Uganda has enjoyed a very cordial working relationship with FIFA over the previous years. However getting to meet President Sepp Blatter in one-on-one meeting is a milestone. Uganda will definitely benefit from that meeting as many development activities have now been ear-marked for FUFA as a member of FIFA. Patrick Ntege at one of the Capacity Building Workshops Technical In my team Manifesto, we observed that we shall not achieve our goals without having the quality and quantity human resource for the game. Our decision to recruit a fulltime Education Officer (EO) required a bold decision and one we are glad to have taken. The arrival of Mr. Jackson Nyima has changed our approach to the education of the human resource for football in this country. The EO has since drawn a list and schedule (FUFA Courses Catalogue) of Fully, Partially and Privately funded courses in areas of Coaching, Refereeing, Sports Medicine and Administration. This plan has been integrated into the FUFA 2014/5 Budget. The concept of cost-sharing in capacity building has been successfully introduced and received. We came in aware that the highest level of the Ugandan Coaches was 28 CAF-C licensed coaches. This quality and Quantity cannot support a development programme that will lead to qualification and competition at the World Cup and Africa Cup of Nations. One of the biggest milestones in coaching education is a standard Coaching Curriculum. With the support of FIFA Experts and FUFA Coaching instructors as guided by the Technical Director (TD) and EO, this has now been completed. We have conducted a course for 70 CAF-C license and consequently CAF-B license in 2015 and CAF-A in 2016. The Technical Department has also been restructured to provide fulltime Officers for the Women Football, Youth Football, Beach and Futsal. The U-17 National Team This has been a revelation. Having played 6 CAF competitive games wining 4 out of 6 scoring 12 fun goals was amazing. The respective schools, players and coaches have done a tremendous job in terms of progress and quality of football. This team has won the hearts of many Ugandans and the talent at disposal gives a huge hope for the game in this country. As FUFA we have committed to this project and more innovations are planned for the coming year. FUFA commends Mr. Isiagi Patrick, Mr.Serunjogi of St Juliana, Mr. Kennedy Mutenyo and many other individuals for the Support they provided. FUFA President interacts with the U17 National Team The belief is that these development strategies we have undertaken are not likely to register the most demanded success at the top end in the immediate future but 5 to 10 years hereafter. We however are proud to have initiated the organized development path as supported by FIFA. FUFA ELECTIONS During transition FUFA conducted elections of delegate’s executive committee members to region associations. Interest groups associations. The regional delegates that were members of the executive committee have also been re-elected as per thestatues. The 16 Members of FUFA playing in the Elite League have elected Mr.Mbidde Denis replacing Mr. Mujib Kasule as the 3rdVice president. The General Assembly will be requested to approve this election. OFFICIAL VISIT TO FIFA PRESIDENT, WORLD CUP AND FIFA CONGRESS 2014 In May 2014, the FIFA President invited the FUFA President in a bi-lateral meeting and many development activities were discussed and some are already coming through. The first Vice President, FUFA CEO and I attended the FIFA Congress and World Cup opening match in June 2014in Brazil. FUFA voted for the new FIFA budget were the entire development budget was increased from 800m USD to 900m USD and by implication the Goal Project was increased to 600,000USD, and dependent on the success of the 2018 FIFA World Cup in Russia, FUFA stands to benefit with a bonus of 750,000 USD as well. FIFA COURSE AND PROGRAMMES FIFA MA Coaching Course 21 - 26th October 2013 FIFA MA Administration Course 4th – 8th November 2013. Elite Referees Course 24th – 28th March 2014 FIFA Grassroots Course 15th – 20th September 2014 This is one of the projects we have embarked on in the bid to grow the game.It was launched in September 2014. REFEREEING Let me take this opportunity to note that the standard of refereeing and refereeing activities has greatly improved. Meetings and policies have been put in place this year to manage and also serve our referees in the most comfortable way. A referee’s manual has been put in place and signed off to guide the code of conduct for our local and international referees. I would like to note that anumber of courses have been conducted in different regions to help enhance our quality in this department. A total of 35 females from all the 8 FUFA regions attended. Two of our own international representativesHaji Abbasi Ssendyowa and Kamulegeya Yusuf attended FUTUROIII course in Ethiopia in on 9th – 14th December 2013. This was agood turn up and I believe we will see progress in many more courses to come. YOUTHCOMPETITIONS 2014 National Post Primary Football Championship For Girls Over 56 schools assembled girls’ football teams in Northern region, Lira district for the above mentioned championship. Kawempe Muslim SS from Kampala region was winner, Citizens High School from Western region, runners up, St. Mary’s SS-Kitende from Buganda region was 3rd and Lubiri SS from Kampala region was 4th. AIRTEL RISING STARS Regional Airtel Championships held in Fort portal on 30th June 2014 National Airtel Rising Star representative team participated in the Africa Airtel rising star tournament in Nigeria from 9th – 21st September 2013. The grade of activity planning and scheduling has greatly improved which has seen the women’s association and department at FUFA have a number of activities this year. The U20 Women football team participated in the CAF U20 Championships Namibia and withdrew due to financial constraints after defeating South Sudan as in results below; 1. Uganda 13 Vs 0 South Sudan on 28th Sept 2013 2013 INDEPENDENCE DAY CUP This year the Uganda Women Football Association (UWFA) organized this tournament that saw 22teams in total participated (i.e. 7teams-U14, 10teams - U19 and 5 teams - Open) in the Independence Day Football Tournament which took place in Eastern region, Jinja district from 7th, 8th to 9th October 2013. Main Street P/S emerged winners for the U14 category, Kawempe Muslim SS for U19 category and Kampala University-Jinja branch for the Open category. WOMEN REGIONAL LEAGUES i. In total, 23 teams participated i.e. 11 teams –u14, 8 teams- u19 and 4 teams in the Open category. The regulations have been re-written to suit the times, the events have been professionally organized, and the competitions statistics collection and reporting have been improved. The introduction of License Plus from FIFA has also improved efficiency and reliability of the Licensing System Considering the professionalism and handling of the official end of the competition events of FUFA Super League, FUFA Big League, Uganda Cup, and FUFA Super Cup, I believe there has been tremendous brand value built by the FUFA Competitions Department The Elite League It continues as the belief of FUFA and myself that to delegate the mandate to commercially manage the elite league to a company owned by the club is the most ideal position for the case of Uganda. It is one dream that FUFA will work to completely achieve under my leadership. Due to lack of strong governance controls of the Uganda Super League Limited, the arrival of huge funds caused the collapse of the football compliance discipline that led to the worst Ugandan Club football chaos. We have since prevailed over the FUFA Super League Limited (FSLL) to undertake its own measures to strengthen the legal and governance concerns and very good progress has been registered. With what seemed like irreconcilable differences between USLL and FUFA, we have agreed to co-operate with USLL in order to obtain resources for the elite league from the sale of Television rights to Super Sport. This came at the risk of internal disagreements and name-calling but considering the objective it is a risk worth undertaking. Our conviction is that we shall have the elite league back on Satellite TV and exposing a huge media platform for the players, clubs and potential club sponsors We have also started the “FUFA Clubs Pro Agenda”, a programme that will help clubs professionalize their business processes. KCC emerged the League winners of 2013- 2014 season and will represent Uganda in CAF Champions League. This season 3 clubs Proline FC, Masaka LC and CRO were relegated. The struggle to reorganise and end the disputes in this area have been successful, a memorandum of understanding was signed between FUFA and USLL. This led to the renaming of the league to the Uganda Premier Leagueand these efforts led to the return of the sponsors to the league. This is a great achievement for football in Uganda and FUFA at large for it helps us achieve our goal of developing the game. The Uganda Premier League is already on the way and going on smoothly at different locations. UGANDA CUP URA FC lifted Uganda Cup trophy in Mbale on 7th June 2014 and will represent Uganda in the CAF Confederations Cup FUFA BIG LEAGUE The level of investment and sporting competition in the FBL has been amazing in the past year. Over 10 clubs had the sporting capacity to qualify to the elite league but only three places were available. The introduction of cash prizes to the best performers, courtesy of the Airtel Sponsorship,was for the first time in the history of the competition The FBL organised and sponsored by FUFA started in October 2013 in a group format of the Rwenzori and Elgon. Lweza FC and Sadolin Paints FC led the Rwenzori and Elgon group respectively while Rwenshama FC was 3rd after the playoffs. This therefore meant that Sadolin Paints, Lweza FC and Rwenshama FC were promoted to UPL 2014-15. FUFA REGIONAL LEAGUES The relationship between the regions and FUFA has been one of the major turning points in this past year inoffice. The campaign of developing playing fields and regional office structures has been aCentrepoint indifferent regions. We have held a number of meetings in which a vastNumberofideas have been shared and yet to be implemented mainly on structuring theregions in to awell outlined organization structure that is similar to the main organisations(FUFA)structure. The 8 Region Associations of FUFA organised regional leagues where KirekaUtdemergedChampions of Kampala region, Kasese New Villa for Kitara, Cream Land FC for Western,Paidha Black Eagles for West Nile, Sporting Utdfor Northern, Synergy FC for Buganda,Namasagali FC for Eastern and KumiUtdfor North East Regions respectively. BEACH SOCCER Uganda has continued to grow and develop beach soccer. TheUganda Beach Soccer Association is commended for organising several competitions. National Pepsi Beach Soccer League ended on 2013 with Kira Young emerging champion of the league and the 2014-15 seasons resumed on 24th August 2014 at Lido Beach with 16 clubs participating in the league organised in a group format (Hurikken and Monsoon Group). She Corporate 11 (Champions) of the inaugural Women Beach Soccer League 2013 Special gratitude is extended to the Crown Beverages Company who have sponsored the game through there Pepsi Cola brand and management of Lido Beach for the continued support and cooperation. CECAFA Uganda participated in the CECAFA tournament in Kenya and results are as below; Rwanda 0 Vs 1 Uganda 29th Nov 13 Sudan 0 Vs 1 Uganda 5th December 13 Tanzania eliminated Uganda on quarter finals 2 (2)- 2 (3) in penalty 7th December 2013 KCC FC represented Uganda in the CECAFA Kagame Cup in August 2014 and emerged forth in the tournament. Sports Club Victoria University also represented Uganda in the inaugural CECAFA Nile Basin tournament held in Sudan 2014 and emerged champions. AFCON 2015 MORROCO QUALIFIERS UGANDA is taking part in the African qualifiers. Uganda has participated in 12 competitive games 8 friendlies which in total makes it 20competitive games this year. UGANDA VS MAURITANIA AFCON QUALIFIES 2015. • Player and Club registration FUFA Competitions department successfully completed player registration exercise for Top tier league 2014-15 through the License Plus electronic system. Currently registering Big League player’s and clubs. Prior to this, FCC conducted License Plus training to all clubs in Uganda Premier League, FUFA Big League, and FUFA Regional League. During this exercise FCC has registered 4 foreign players and has deregistered 32 players who are now playing outside Uganda. GOAL PROJECT IV New FIFA goal project is also on the way to ensure re development.This will see the construction of a sitting are at the Njeru field. President, CEO and FUFA Lawyer at the Njeru technical centre launching new goal protect. LEGAL We have encountered a few challenges and they have managed to have cases dismissed or resolved in timely manner enabling FUFA to concentrate on our main objective. We successfully challenged Maroons FC court injunction imposed on the league for FUFA Competitions Committee’s refusal to admit it in the top tier league (Court refused to handle the case on ground that football matters are handled in civil courts/ordinary courts). It is no longer possible for anyone to call themselves FUFA and even a group that had initially acquired a trustee registration has since been withdrawn by the Ministry of Lands. Challenges All this has not been achieved without Challenges Change and Acceptance This biggest challenge we had was to be accepted by the Ugandan Football “stakeholdership”. The transition was not planned and many were taken by surprise The individuals and institutions that had certain advantages in the previous administration could not guarantee the continuity of the status quo. This generated anxiety and only the strong hearted kept faith and belief. I personally do not fault those that held skepticism because it is within humanity and I believe we have won over many souls within the first 365 days in office. Attempts to overtake Association Football by unconstitutional means continued through actions in Courts of Law, Parliament, IGG, the Police, and facilitated Media attacks to the person of the President. We took the opportunity whenever it arose to explain ourselves and the truth has always prevailed in the circumstances and we have been proven innocent. We have instead encouraged the persons behind these activities to join the football development train and many are now aboard and contributing to development. NCS regulations were issued and these put FUFA in a very precarious situation. Considering the fact that the 1964 NCS Act is obsolete, the regulations were always not going to provide any solutions and they seemed more to prove certain semantics and wishes about that hitherto were no backed by Law. FUFA required continued affiliation to FIFA and being able to transact in the Ugandan Business laws and the regulations could not provide such a solution in the state of the Act as it is. FUFA has since found a measure to fulfil the requirements of the regulations but still able to transact and affiliate to FIFA by amendment of the FUFA Statutes. The Lower League has taken a dive as supervision hitherto from the competitions committee has been passed to the RFAs that are in the process of taking shape. Women’s football is yet to register the kind of progress indicators we expect and rebuild of Club football structure is paramount in the coming 365 days. Reasons for Success Reconciliatory tone, accommodating descent view holders, going into the face of considered foes, listening to all, keeping focused to set goals and beliefs, our continuous professional communication strategy, fairness to all, being open to all in agreement and disagreement, considering expertise ahead of self-interest and dedicating a lot of time to the cause has been the trick. ‘’it is our game, it is our country’’
