FYI- GRANT WRITING CONSULTING GIG w/ QUICK TURN AROUND TIME TO APPLY: Southeast Philadelphia Collaborative Request for Proposals The Southeast Philadelphia Collaborative (SEPC) along with its fiscal agent United Communities Southeast Philadelphia (UCSEP) and project management team from the Philadelphia Youth Network (PYN) is soliciting proposals from development consultants. The scope of work will be to assist with sustainability planning, researching and grant proposal submission focused on SEPC’s transition to neighborhood based school partnership work. Background The Southeast Philadelphia Collaborative (SEPC) is an initiative that informs, educates and organizes a broad and diverse network of community partners, policymakers and stakeholders to leverage greater access to resources and opportunities that address the needs of youth in Southeast Philadelphia. SEPC facilitates several taskforces that address quality of life issues impacting youth, supports neighborhood school partnerships and provides performance management support to its youth serving partners. About the Project SEPC is facing a critical juncture as it shifts its work to focus on supporting neighborhood public schools through partnership coordination. In 2012, SEPC staff began working with Horace Furness High School and South Philadelphia High School principals to design strategies to organize their school based partners; typically, these organizations provide post secondary preparation support, opportunities in the arts, athletics and social services. Both Furness and South Philadelphia High Schools sit at the center of Philadelphia’s most ethnically diverse youth population. On average, each served a student body composed of 33% English Language Learners during the 2012-2013 school year. Many of those students are from recently resettled Nepali and Burmese refugee families. These schools and their feeder elementary schools have very distinct needs and fortunately principals who are committed to developing partnerships that support student progress during and after the school day. Over the last year SEPC staff positioned themselves as technical assistance partners, supporting school leaders and partners as they solidified a vision for working together, set goals and mapped out programs and services available to students and their families. As work progressed, school administrators and partner organizations realized that the technical assistance provided by SEPC reduces the duplication of programming efforts, increases communication, allows for new relationships to be brokered and improves school climate. In order to take this support of neighborhood schools to the next level SEPC is seeking funds to sustain and expand lead partnership work in neighborhood public schools. SEPC envisions implementing a dedicated Lead Partner model by providing support in the areas of Performance Management and Communication. Performance Management The Lead Partner model seeks to implement a sense of shared accountability for student success. In order to ensure that partners and school administrators are working toward shared goals, a performance management culture will permeate all efforts through: Supporting data management and information sharing between schools and school partners. Systems management support. Facilitating regular conversations around shared data. Encouraging the use of data-driven decision making. Communication At the center of the Lead Partner model is consistent communication and strong relationships. Creating mechanisms and systems for keeping efforts aligned will be addressed through: The facilitation of partner committees and chairing ad hoc groups. Brokering new external relationships that benefit students and families and address service gaps. Maintaining shared communication mechanisms. Event planning and coordination. Required Deliverables: Finalize SEPC’s Lead Partner design. Generate list of potential local funding targets. Develop letters of interest and full grant proposals. Eligible Applicants Eligible applicants must have experience working with youth serving organizations and knowledge of the public education landscape in Philadelphia. Applicants should also have a proven track record of consulting in the area of development. Applicants must submit a resume, cover letter and organizational brochure (if applicable) in order to be considered. Proposal Requirements, Deadline and Delivery All proposals should respond with their approaches in no more than three pages. Proposals should be submitted electronically to carysdavies@sephillyyouth by Friday, October 11th at 3:00PM.
