FYI : Minimum qualifying salaries for the various work passes: S Pass : at least S$2200/mth EP - Q1 Pass : at least S$3300/mth P2 Pass : at least S$4500/mth P1 Pass : at least S$8000/mth Any employer who willfully and intentionally applies for a work pass by over-declaring a salary for the purpose of securing a work pass for a foreign employee and who has no intention of paying that declared salary shall be committing an offense under Section 22.—(1)(d) Any person who — in connection with any application for or to renew a work pass or for any other purpose under this Act, makes any statement or furnishes any information to the Controller or an authorised officer or employment inspector which he knows, or ought reasonably to know, is false in any material particular or is misleading by reason of the omission of any material particular; >>>>>>> This means, if you know that your employer is paying a S Pass colleague under S$2200/mth, a Q1 Pass holder lesser than S$3300/mth, P2 holder less than S$4500/mth or P1 holder less than S$8000/mth, it is likely your employer has committed this offense. Unless, your employer had informed MoM of the intention to lower these salaries and had been granted permission to do so by MoM. Why does this matter to you? Because your employer could be abusing the Work Pass framework to employ cheap foreign labour by over declaring their salaries on application or renewal of their work passes. If they do so, they will not hire Singaporean workers who will become relatively more expensive. FYI, an employer who knowingly submits, or did not take reasonable steps to ascertain authenticity of, fake degrees/qualifications of foreign prospect employees are also culpable of this offense because educational qualification is a material particular that influences the outcome of the application or renewal of work passes.
