Food Security Bill: The ambitious food security programme has been launched in three states to begin with, namely Delhi, Haryana and Uttarakhand, all ruled by the Congress. There is no denying the fact that this move, if successfully enforced, will surely fetch mileage for the political party conceiving, introducing and implementing the scheme. Mileage fetched apart, more than 80 crore people will benefit with an estimated investment of 1.25 lakhs crores of rupees. But the very rightful enforcement of the programme is a prime question to which there is yet no definite answer. Though the government emphasizes the need for reforms in Public Distribution System (PDS) which is governed under the efficient but corrupt bureaucratic mechanism with corrupt ministers at the helm. No matter what reforms are brought into, they will continue to be necessitated to dance to the tune of the same bureaucrats with same ministers in command leading ultimately to failure so far as the rightful implementation of the scheme is concerned. We shall bring in most advantageous programmes/schemes for the good of the people but shall be hesitant to bring about the bills that will correct the corrupt mechanism which ultimately have to govern the schemes.
