For my american friends a GCSE {General Certificate of Secondary Education] is the exam at the end of compulsory education in the UK, which is 16 years of age. Those who get a C grade in 5 subjects can stay on and take 2 or 3 at A level for two years, which is what American would consider Graduation. With 40% failure there are millions of kids who see themselves as complete failures, and the same is true in America. These children are often the forgotten and discarded children who need the most help and if for not other reason than economics: they costs far more when they get older without employable skills. Charter schools are not the answer for these children... and exams designed for them to fail does not help them. They need targeted help and a different form of project based assessment rather than knowledge exam.
