For sometime people of Odisha have an opportunity to evaluate the investigation of Odisha governments investigating agencies and that of the CBI on the same matter. We find many people are being examined by the CBI and even a few arrested whereas Odisha Governments agencies perhaps did/could not bring those people under the ambit of their investigation even though Odisha Government took a stand in the Court that CBI probe was not necessary in view of the probe by the in house expertise. This raises two very important issues on governance-- reliability and professionalism. Investigating agencies deal with matters relating to life, property, personal freedom, reputation of citizens. An investigating agency, low on professionalism and/or reliability, can haul up an innocent and give a clean chit to a criminal. Deficit in professionalism and reliability could be due to inadequate training; due to casual attitude, lack of integrity and pliability to political influence. A man of probity and high standing may be implicated in a concocted case where as a crook with political clout can even get away with murder. That apart, another serious consequence would be the likelihood of an accused taking a plea that the investigating agency being habitually pliable or casual or susceptible to gratification he has been innocently implicated in the case. He may cite examples of casual investigation in a few cases and strengthen his stand. There is great possibility of such a plea being acceptable. I am afraid, Odisha today is witnessing a serious professional deficit in the investigating agencies. This is unfortunate. I would only make an appeal to the Chief Minister to put back the derailed/ deficient arrangement back on rail and restore public confidence on the states investigating capability. It may also be desirable if Government issues a clarification that investigations have never been influenced politically.
