In a medium-size bowl, combine the soy sauce, chicken broth, vinegar, buckwheat flour, Splenda®, and chili powder. Set aside. 2. Cut red pepper into thin slices. 3. Mince garlic and ginger. 4. Heat a large skillet over high heat. Add olive oil and rotate the skillet until completely covered. 5. Add the chicken, garlic, and ginger root. 6. Cook for 4 minutes per side or until chicken is cooked through. 7. Add the red pepper and continue cooking for 1 minute. 8. Pour the broth mixture into the skillet. Let the sauce reduce for 2 minutes. 9. Remove chicken from pan and plate immediately. Pour sauce over each piece, then sprinkle with scallions.
