Friends, stay indoors. The winds and rains are dangerous right now. Frank, my Chief of Staff, and I are going around the island assessing where we need to direct resources and how we can help Guamanians. Were stopping into the shelters and at homes with flooding issues. The rain is coming down hard in many places, and some areas of the road are covered with pools of water. Some of the drivers are hydroplaning. The winds and rains are likely going to get stronger as Tropical Storm Halong comes closer to us. Halong will be closest to Guam at noon today. But, even after the storm passes, winds and rains will still be dangerous.
