From GABRIELA Philippines: Manifesto of Support for the Survivors of Supertyphoon Yolanda For a genuine rehabilitation program and immediate assistance We, the supporters and sympathizers of the victims of supertyphoon Yolanda, are united that the government must be accountable to the people and provide storm victims adequate help, More than a hundred days after the storm, Yolanda survivors have only received minimal aid/relief packs from the government. There are still many barangays that have not yet received any relief packs, while those barangays that did at least once, got only 2 kilos of rice, 2 sardines and 1 pack of noodles, After more than three months, just an average of 11.32 kilos of rice per family has been distributed by the Department of Social Work and Development under Secretary Dinky Soliman– such a meager aid meant for three months of survival for the victims whose cash and staplecrops were completely depleted, Whereas, more than three months have passed and the government has still no clear plan of rehabilitation that would be truly beneficial to the survivors, Whereas, the number of sick people still residing in the evacuation centers are growing; even medical attention given by the government to the survivors is minimal, Whereas, the government has no serious efforts to address the recovery of the survivors’ livelihood and homes – instead, the survivors are threatened to be permanently displaced, the small fishermen survivors permanently deprived of their livelihood, Whereas, an executive order of the Aquino government prohibits the citizens from reclaiming their lands 40-meters by the shoreline, Therefore, we unite by signing this petition in support of the survivors that the following demands be immediately addressed by the government: 1. Genuine rehabilitation for the survivors by taking into account and responding to their objective social condition; provide immediate livelihood assistance, particularly, seeds and farm implements for peasant victims, fishing equipment for small fishermen, housing materials for all, stable job opportunities and decent wages for workers and employees. 1. Provide ₱40,000 immediate financial relief to every affected family as stated in the survivors’ petition, while the peasant survivors’ farms remain unproductive, and the other sectors of survivors have no stable livelihood and jobs. 2. Scrap the ‘No-Build Zone’ Policy that enforces outright landgrabbing, effective demolition and eviction of the victims from their homes and livelihood. Provide them with free and adequate housing, sufficient supply of clean water and provision for electricity. 3. Sustain the distribution of relief assistance of food and water to the victims both in the urban and rural communities until such time that their economic lives are relatively stable and recovered.
