From a friend.... Please help clear up my confusion over who controls the National Guard. In numerous news reports border state governors have been asking the President to call out the National Guard to help at the borders, but why are the governors not calling them up? It was my understanding that the governors had authority over the National Guard and the federal govt could call upon them only under certain circumstances. Apparently the feds recently expanded the circumstances under which they could call out the National Guard. I read somewhere recently that the states no longer have authority over the National Guard, however I cannot confirm this in my research. So...who has authority and if its the governors why are they not exercising it but waiting on Obama to do so? Any guard members out there who can clarify this? Thank you!
