DISCUSSION PAPER SERIES NO. 2010-03 ..most barangays are falling short of expectations, mainly because of financial constraints. Policy interventions, therefore, are an imperative. The important point is that barangays have the option of either remaining as one of the IRA-dependent LGUs unable to deliver basic services or struggling to be self-sufficient economic and political communities able to effect positive change in the lives of their people and be an engine of inclusive growth for the country at large. From a development perspective, and as the foregoing discussions have proven, barangays cannot but choose the latter if they are to really matter in local service delivery.
