Jan. 26, yesterday, was the day that Yang Yoon-Mo (movie critic) met 360th day in prison. He hits 365th day on Jan. 31. However, he was even not a considerable subject for the current Park Geun-Hye governments special amnesty upon the new lunar year holidays (Jan. 30 to Feb. 2). Not only him, Gangjeong and Milyang, the two sites that show the intense resistance in current Korea society were not the subjects for consideration of amnesty by the Park government, according to Jan. 24 Korean media. To be quite contradictory, the government had stated in prior notice on Jan. 17 that 4•3 is to be legislated as the National day to cherish the memory of victims . Gangjeong has been called “the 2nd 4•3”. Yang Yoon-Mo is a bereaved family member of March 1, 1947 incident- the origin of the 4•3 incident (1947-1954)- of which six people including his 15 year old uncle (mother-side), Hur Doo-Yong, were killed by the police fire directed by the US Army Military Government in the Jeju City. How contradictory it is that a 4•3 bereaved family member Yang Yoon-Mo who has struggled through all his spirit against war base construction on the Peace Island is now being imprisoned and forgotten by the government when the government is to legislate 4•3 as the national day. The Gangjeong Human Rights Committee has defined the state power’s human rights infringement in Gangjeong as the 2nd 4•3. The exclusion of Gangjeong from the government special amnesty is, as Kim U-Nam, a National assembly man, based on Jeju and Koh Hee-Bum, the Chairman of the Jeju branch of the Democratic Party, stated, that Park Geun-Hye government, the non-communicative, betrays its own remark on ‘citizens’ great unity.’ It also clarifies its will to enforce war-base construction, when “not only regional National Assembly men, Jeju Island government, Jeju Island Provincial Council- from both of ruling and opposition parties- and citizens demand in one voice on the amnesty and restoration of rights for the judicially accused in relation to naval base issue.” Nationally cherish the memory of victims of 4•3 while the victims of Gangjeong, 2nd 4•3, are excluded from the government amnesty? It is to undermine the efforts to heal the conflict of the Island people, along with Island Governor Woo Keun-Min (ruling Saenury Party, right wing and conservative)’s recent demand on Dec. 31, 2013 to revise the Jeju Human Rights Act legislated on Dec. 13, 2013 and so welcomed by people here.
