GOVERNOR SERIAKE DICKSON IS A WELFARIST Welfarism is a system based on the premise that actions, policies, and/or rules should be evaluated on the basis of their consequences. Welfarism is the view that the morally significant consequences are impacts on human welfare. There are many different understandings of human welfare, but the term welfarism is usually associated with the economic conception of welfare. Economists usually think of individual welfare in terms of utility functions. Social welfare can be conceived as an aggregation of individual utilities or utility functions. Welfarism can be contrasted to other consequentialist theories, such as classical utilitarianism, which takes utility among agents as directly accessible and measurable. Simply put, welfarism is a system where government takes care of the people’s needs first in the development process. Since the advent of the Seriake Dickson administration, welfarism was carried to an enviable level to the amazement of the people. Entrenchment of peace and security. These contracts have positive spillover. The schools are attended by Bayelsa Children. No government since 1999 has given appointments to Bayelsans like the Restoration Administration. Doubting Thomases should check the list of appointees. The idea of appointing so many SAs, SSAs and SAs is to empower them. No administration has achieved this greater than the Governor Dickson administration. Recruitment of hundreds of youths in to the Bayelsa Volunteers Building the techno-vocational capacities of youths in Agriculture, Computer Skills, and other vocational endeavours. Building and revamping of General Hospitals and major health centres across the State. Governor Seriake Dickson takes the health of Bayelsans first before anything else. Encouragement of youth entrepreneurship through emphasis on Small Scale Enterprises. Employment of Bayelsans in the Ministry of Justice Employment of more than 300 people in the education sector Youth involvement in direct labour agency in the construction of public buildings Emphasis on Agriculture where so many youths will are being employed Youth training for skills acquisition. Patronage of indigenous publishers Reconfiguring the architecture of governance and prudence so successful administrations will not carry the burden of debt. Embarking on massive infrastructure for industrialization on the long run Getting Bayelsa people to supply sand and other inputs in any construction site Influencing the employment of Bayelsa youths in Federal Agencies, and many more. Sustainable Peace and Security in the State by reviewing the security architecture Entrenching Transparency and Accountability, prudence and value for money The use of direct labour in most Special Projects to minimize cost Intense Capacity building programmes through the Ministry of Science, Technology & Manpower Development, Youth Development and other Ministries Getting Youths to renounce cultism and the resurrection of Youth Volunteer services Massive award of scholarships at home and abroad Building many institutes such as Jasper Boro College of Education, Teacher Training Institute; the proposed Sports Academy, the proposed Maritime Academy, etc International Institute of Tourism, Catering and Hospitality Management Aggressive development of physical infrastructure for Bayelsans Minimization of recurrent Expenditure by weeding out Ghost workers Empowerment of Law Officers in the Ministry of Justice Employment of Magistrates and Chairmen of Customary Courts Engagement of 500 Youths as Volunteers 20 students off the Lincoln University in the USA for first batch Proposed Sports Academy is being built Encouragement of work ethic by introducing the clocking-in system Building of schools: 25 Mega Schools; Model Schools in all constituencies Welfare for the elderly i.e. Above 75 years Linking Communities with roads Most of the contracts in building schools, renovation of hospitals, etc were awarded to Bayelsans. This is empowerment. Empowerment of SMEs in all Three Senatorial Districts Restoration Transport Empowerment Scheme Youth Development Centre has reached an advanced stage MoU reached with Poland to build the Bayelsa State Maritime Academy Promotion of the Ijaw Identity by providing the State with a Coat of Arm and a Flag More than any leader, Governor Seriake Dickson believes in welfarism. Already, the Governor has promised to roll out a lot of empowerment programmes in the months ahead. All we owe the Restoration Administration is some commendation and gratitude.
