GOVT OF JAMMU AND KASHMIR CIVIL SECRETARIAT, REVENUE DEPARTMENT,J&K SUBJECT:SELECTION OF PATWAR TRAINEES THROUGH BOPEE MEMORANDUM FOR SUMISSION TO CABINET In order to complete the selection process of 1500 candidates for undergoing patwar training, the cabinet vide no 62/10/2012 dated 09-04-2012 authorized the j&k bopee for conducting written/objective test examination .the decision of cabinet was conveyed vide govt . order no 98-REV(NG) of 2012 dated 11-04-2012 copy placed as annexure A. TheBOPEE accordingly invited application vide advertisement noBOPEE/PT-218/148-60/2012 DATED 28-05-2012 .in response to the advertisement ,15623 forms were sold out against which 14097 candidates appear in the examinations.The post of patwari being district cadre posts accordingly selection of candidates was made district wise keeping in view the vacancies. Selection has been made in accordance with the reservation rules notified vide SRO no294 dated 21-10-2005 issued by Social welfare department.The district wise merit list under diffrerent categories received alongwith the vacancies identified are as under : s.no district vacancies merit list shopian 66 864 Srinagar 51 738 budgam 56 1199 kulgam 96 879 anantnag 66 1074 bandipora 66 510 baramulla 76 1217 kupwara 86 1007 pulwama 91 1496 ganderbal 71 505 TOTAL 725 9489 DIVISION JAMMU doda 31 438 kathua 106 343 Jammu 126 510 kishtwar 66 187 poonch 76 817 ramban 61 416 udhampur 96 268 samba 66 130 reasi 61 144 rajouri 86 966 TOTAL 775 4219 G.TOTAL 1500 13708 written test of the candidates was conducted by BOPEE and after completion of the written test merit list was received as per the above details .Accordingly vide govt order no.259/REV/NG of 2012 dated 10-10-2012 selection of 1500 candidates in pursuance of the laid down reservation policy was made and the selected candidates were deputed for undergoing training in Revenue Training Institutes of Jammu and Kashmir .the details of the candidates selected for undergoing patwar training is given below JAMMU DIVISION TOTAL NO OF CANDIDATES DEPUTED TO RTI JAMMU 775 TL NO CANDIDATES UNDER GOING TRAINING 765 KASHMIR DIVISION TOTAL NO OF CANDIDATES DEPUTED TO RTI SRINAGAR 754 TOTAL NO CANDIDATES UNDERGOING PATWAR TRAINIANG 705 TOTAL NO CANDIDATES UNDERGOING TRAINING 1470 Earlier the training course was to be completed by june 2013 however due to strike of the patwaris in the j&K state these trainees could not comlete the field traing and accordingly the period was extended upto 10th of july and after completion of training these candidates shall appearing for the examination in respective training intitutions and the successful trainees shall qualify for recruitment rules .As per the recruitment rules notified vide SRO NO.74dated 31 march 2009 the selection of patwaris is to be made as per fallowing method: MINIMUM QUALIFICATION -GRADUATION WITH KNOWLEDGE OF URDU 1 90% BY DIRECT RECRUITMENT FROM AMONGST THOSE HAVING UNDERGONE PATWAR TRAINING COURSE FROM ANY GOVT. RECOGNIZED INSTITUTION 2. 10% BY PROMOTION OF JUNIOR ASSISTANTS WITH MINIMUM QULIFICATION OF GRADUATION WITH KNOWLEDGE OF URDU AND HAVING UNDERGONE PATWAR TRAINING COURSE FROM ANY GOVT RECOGNIZED INSTITUTION at this state the issue is as to whether the process which has been followed for the selection of candidates for training qualifies them to be appointed against the vacancies with referring the post to j&k SSRB.IN case the vacancies are again to be reffered to jkssb then the basic objective of making the selection of patwaris on fast track basis through bopee gets defeated .The govt had taken the decision for making selection of patwaris by way of providing training on fast track basis so that the field work does not suffer as it was observed that more than 1300 vacancies are approximately available and due to which the revenue work in the field as well as the settlement work is suffering AS per recruitment rules only those candidates can qualify for appointment of patwari who is trained from a govt recognized institute .At present there are only two revenue training institute one in jammu and another in Kashmir which are responsible for imparting training to the candidates /patwaris. IN case the service selection recruitment board now initiates the process of selection of these patwaris afresh for making recruitment against the existing vacancies the no of which is around 1350-1400 the process is going to take a minimum of 6 to7 monthes and only those candidates shall qualify to apply against theses vacancies as per the recruitment rules who have undergone patwar training course through recognized institution. like#jk patwar association THE matter for making recruitment against the vacancies was discusse in the meeting with financial commissioner revenue and chairperson service selection recruitment board. the chairman JKSSRB informed that they have to follow the procedure for making patwaris by conducting written test then only the selection can be made . The BOPEE has already conducted the screening test and on the basis of which 1500 candidates were selected for undergoing the training process and also these candidates after compeletion of the taining have to appear in the examination in the revenue training institutes and those who shall be declare successfully shall qualify for appointment THE selected trainees have already gone through a screening process which was carried out by BOPEEE in a transparent way and at this stage it is to be decided as to whether the process adopted for making selection of trainee considered for their appointment as well or the normal process of selection through j&k SSRB is to be fallowed Also the number of patwaries trained through the above process is almost equal to the number of vacancies existing at present in the department of revenue PHE I & FC forest department however only those candidates can qualify for these posts who would be successfuly declared to have qualified the examination to be conducted by the Rti in these of the process already adopted for making recruitment through ssrb in respect of patwaries can be dispensed with. according to secretary to govt. With the approval of Honorable min. Of state for revenue submit the following resolution to the cabinet for consideration and approval "sanction is herby accorded to the appointment of patwaris ,against the available vacancies out of the candidates selected for undergoing patwar training through Board of professional entrance examination and who have successfully qualified from the respective revenue training institutes" sign. of chief minister
