German delegation discuss Exit Polls with CEO, Rwanda Governance Board Kigali July 5th, 2013: A five- member German delegation met Professor Shyaka Anastase, CEO, Rwanda Governance Board this Friday morning to present the Exit Polls project for the forth coming parliamentary elections, scheduled for September this year. The meeting which took place at RGB offices in Remera centered on political governance and electoral processes in the country. The delegation consisted of Mrs. Renate von Boddien, the Head of Division of Central Africa, West Africa II and Madagascar. She was accompanied by Mr. Reinhard Schlinkert, President of DIMAP, the German implementing agency for exit polls and his colleague Stefan Kruger. The other two officials in the delegation were Mr. Niels Warner, the Head of German Development and Cooperation in Rwanda and Burundi and Mrs. Ulrike Maenner, the GIZ Rwanda Country Director. DIMAP is one of the opinion research institutes in the Federal Republic of Germany. It is highly experienced in the Exit Polls, which are an internationally recognized tool of electoral transparency. The Exit Poll system tallies as precisely as possible the final election result before all votes have been counted. This is a method which provides a projection that is based on the aggregation of data that has been independently collected. “Given the importance the Government of Rwanda has given to participation and innovation in governance, we believe this is the best place to implement this project, and we believe it will have an added value to this country’s good governance,” said Mrs. Renate von Boddien. On the part of Prof. Shyaka, he noted that “We have been working with GIZ in governance program and our partnership has been quite fruitful. We look forward to this additional innovation and we think it could be another milestone in our electoral processes.” Mr. Reinhard Schlinkert underlined that they want to bring this tool to Rwanda as a way of knowledge transfer and capacity building. “Rwanda has been on the forefront in many things. Our experience with electoral processes here in the past is such that they proved to be free, correct, efficient and transparent. We therefore seek potential partners who are most likely to make the best use of this project,” Mr. Schlinkert pointed out. Rwanda Governance Board CEO emphasized that the law governing elections in the country and the scope of the project will need to be thoroughly discussed together with other stakeholders in elections processes if this proposed project is to be adopted. The German delegation is in Rwanda only a month after the visit by the Federal Minister for Economic Development and Cooperation, Dirk Niebel to Rwanda.
