Good Evening !! That the conspiracy to non-implement SCADA in Odisha Power Sector as mentions in Clause no. 4.29.2 of draft Writ PIL application which is now under consideration of Appropriate Authorities that is Dept. of Energy, Govt. of Odisha, OERC & Union Ministry of Power, Govt. of India, consequent upon the advice of Honble High Court Odisha is very much responsible for #Unsustainableelectricity in Odisha, which can be viewed as follows: 4.29.2 That as mentions in Clause no. 5.4.12 of NEP-2005 that “SCADA and data management systems are useful for efficient working of Distribution Systems. A time bound program for implementation of SCADA and data management system should be obtained from Distribution Licensees and approved by the SERCs (OERC) keeping in view the techno economic considerations. Efforts should be made to install substation automation equipment in a phased manner.” The above clause of Policy is very much specific and direction is given to SERCs (State Electricity Regulatory Commission) herein call OERC, opposite party no.3 to obtain a time bound program from DISCOMs for implementations of SCADA & data management system for approval in consideration of techno-economic development. But it is very sorry state of affairs that in violation of above Policy, OERC (opposite party no.3) neither obtained the time bound program from DISCOMs nor approved the same after consideration. This proves the defying & denying attitude of corrupted electrical engineering of opposite party no.3. This need to state here that there are no cost experts working in the Office/secretariat functioning under Commission. The regulator who is fixing/determining tariff in Odisha is not free from corruption. Therefore, necessary actions need to be initiated so to keep People of Odisha safe and unburdened from the extra load of retail tariff. The present high retail tariff in force in Odisha has already swallowed huge inefficient cost & corruption, so further loading of same is purely unjustifiable and illegal.
