Does anybody in the world over the age of 12 believe that voluntary regulations can work? Poor Howard must feel stupid just saying the words, because he cant be this naive. Maybe we could extend Feldmans idea to some other problems, like paying for national defense or roads. Bad idea? If voluntary emissions regulation sounds familiar, its because Bush 43 adopted it as policy.
