Gross irregularities detected in Budgam class 1V final list. Reports NAZIR GANAIE of Rising kashmir Budgam, Jan 6:In what may construe as yet another scam in the Education Department in Central Kashmir’s Budgam district, a case of alleged gross irregularities has comeinto limelight in the recently issued list of Class IV posts.The candidates having high percentage and qualifying points in their respective fields have been dropped from the final selection list.The dropout candidates of recently issued list of class-IV posts in education department alleged “massive irregularities” over the recruitment process and urged government to initiate high level probe as to “who is who” were absorbed and appointed in the final selection list.Chief Education Officer, Budgam afterissuing the final selection list candidates for class-IV, notified under CEOB/NT/ADV/14/22349 came under severe criticism from some of the members of selection committee and all the dropout candidates.“There are massive irregularities in the final selection list of the Class- IVposts,” said Daanish Ahmad, a candidate who claims to have 82 per cent in 10th standard and, 88 per cent in 12th respectively.He has been dropped from the final list, surprising all his friends who hadapplied for the post.“No formal procedures were followedduring the interview also. I have beendropped from the list despite having a good score in my education and I had fared well in interview also. How come I have been dropped and a person almost 40 serial below me included,” Daanish alleged.“You go and check the list, there are only relatives, kith and kin, who have been selected without having merit.”According to insiders, some of the members of selection committee weren’t even consulted before final list was issued out. They said that the candidate figuring at serial number nine, Owais Nazir Dar, who isa son of CEO has been selected despite having “low” merit while Neelofar Yousuf daughter of Muhammad Yusuf Dar is a niece of the CEO, who was also the chairman of the selection committee.They said Dar was figuring at serial number 01 in the RBA category.Sources said the backdoor appointments were made especially on the pretext of absorbing the relative of the some of the staff members, including the Chief Education Office, Budgam.“The list should be quashed and inquiry ordered,” said another dropout candidate, Tabasum Hamid, who claims to have 86 per cent in 10th standard and 76 per cent in 12th.“Almost six officials in CEO’s office have either manipulated with the records or have been able to press upon the election committee to get their relatives selected despite having low merit,” she alleged adding they will give concrete evidence to the investigation agency.She demanded that responsible officials and CEO should be put behind bars.Another dropout candidate, Aadil Samad seconded Hamid, alleging that at least five to six officials including CEO himself, who have been instrumental in finalizing the list, have allegedly committed “gross irregularities” in the final selection process.Meanwhile CEO, Budgam has issued a notice in the press that the provisional selection made vide notification number CEOB/NT/ 27446- 47, on 31-12-2014, has beenwithheld in respect of candidates including Jawahar Musfata, S/0: Ghulam Mustafa of Kanchtinpora and Humazahira, D/0: Raja Saleem Khan of Bemina. The inquiry is being conducted by a committee constituted by the CEO’ office under vide order number CEOB/28064-67, issued on January 05, 2015.Despite repeated attempts, Chief Education Officer, Budgam, Nazir Ahmad Dar didn’t respond to the calls and later kept his phone switched off. His mobile phone continued to be on off mode till the time this report was filed.However, Director Education, Tariq Ahmad Mir said he would look into the matter.He said he would seek a full report on the appointments. “This is purely the domain of CEO Budgam but if anyirregularity has happened during the selection process, we don’t have anyobjections in conducting a fair inquiry”.“The selection panel was constitutedby the Deputy Commissioner, Budgam and two members from district Social Welfare department and District Industries Centre were also included in the panel,” Mir said.He asked the candidates to come forward with their grievances. “We will form a committee to probe this matter and get their grievances addressed.”
