Harlingen, TX Comprehensive Plan What will we accomplish in Twenty Years? By: Kenneth Benton “There are two courses of action can be taken in regards to the serious problems revealed by the previously described studies. First, the past trends could be allowed to continue and conditions simply allowed to deteriorate further. The basic difficulty with this approach is that the city must compete with other communities in the valley area for the attraction of commerce and industry. Furthermore, new commercial and industrial enterprises will be placed in the Harlingen area by persons familiar with urban conditions elsewhere, and by persons familiar with urban condition elsewhere, and these persons can be expected to be influenced by the extent of blight in the community. Consequently, if blight increases and if living conditions become worse, the city is likely to lose out to its competitors. And this is in addition to the high cost of maintaining the extensive substandard areas”……1969 Comprehensive Plan, page 34. The current update of the comprehensive plan is under development, the first public discussion of it I’m told will be held sometime in late September. In order that some alternate ideas and vision might be considered I am working on my own which I hope to have an opportunity to share with the community with fervent prayers that there will be enough “give a damn” to stimulate action towards a better Harlingen. Based on my recent conversations with city commissioners, I know that they will not provide the needed leadership or vision, for they are too beholden to an old guard that likes things just the way they are. No, the vision and leadership will need to come from a new generation of future leaders who care and believe and who are committed to the idea that in their time, this will not stand, that they will walk out on the faith that promises live in abundance with the understanding that a rising tide lifts all boats. Not handouts or government welfare, but prosperity based on the work of the minds and hands that is worth more than minimum wages.
