These are brief comments regarding the changes that were approved & voted on last week by the Board of Supervisors. -Annie Response from Supervisor Steve Chucri responding to letters and inquiries regarding changes affecting the new Vista Verde Development Master Plan: Thank you for contacting my office regarding the recently approved amendment and zoning change to the Vista Verde Development Master Plan (DMP), originally approved in 2001. I appreciate your taking the time to write to me and express your views. As you know, the amendment and corresponding zone change was first scheduled to be considered by the Board of Supervisors two weeks ago. At that meeting, I asked for a two-week continuance after receiving the first and only letter of opposition just days before. Last Wednesday, I called together a stakeholder meeting that included Rio Verde Horseman’s Association leadership, the developer, and the Director of the Maricopa County Planning and Development Department to work through the issues that had recently been brought to my attention. We discussed a number of issues at that meeting, chief among them density, water, and traffic, as well as long-standing challenges that the community has had. In response to those concerns, the following stipulations were approved under my direction. Additionally, the developer has committed to additional conditions as outlined below: The overall density was reduced from 1.7 units per acre to 1.5 units per acre, resulting in 175 fewer dwelling units. The developer will provide a traffic statement with each preliminary plat application that evaluates and confirms the assumptions and results of the approved Traffic Impact Analysis for Vista Verde. Maricopa County will continue to monitor the State of Arizona’s 100 Year Assured Water Supply during the subdivision platting process. The developer will provide written notice to the nearest Maricopa County Sheriff’s Office commander prior to commencing any substantial construction on the property. Prior to construction, the developer will provide signage advising all contractors of the illegal dumping problem in the area and applicable laws. The developer will work with the local utility and Maricopa County to screen the existing off-site electrical substation. Importantly, the developer will continue to work with the community regarding long-term groundwater recharge efforts. Additionally, I will organize and participate in future meetings with the Arizona Department of Water Resources to address the overarching water issues that exist in the community in a holistic, meaningful way. To date, the developer of the project has gone through extensive regulatory review and analysis to assure a water supply for the development. The development’s inclusion in the Rio Verde Utilities with a regulated well system has received approval by numerous state agencies and, I believe, addresses the concerns I heard. There are challenges in your region to be sure, but I do not believe in holding up reasonable, regulated development until there is resolution of the issues that exist outside of Vista Verde. I will continue to be at the table as your representative to address these larger water issues. In summary, I endeavored to take a balanced, reasonable approach that protected both the property rights of existing residents and those that are the owners of the property in question. I realize that doesn’t necessarily make all parties involved pleased with the outcome. However, I ran for this office to make our County better, more transparent, business friendly – and on principle and integrity. The same principle and integrity I will use to fight the inequities you and I agree on with other challenging issues facing this region.
