Health and Development Africa (HDA) is a South Africa-based consultancy specialising in health and development research, planning and management. We have a particular focus on HIV and AIDS. HDA wishes to fill the following position based in Johannesburg. Technical Support Director The Technical Support Facility for Eastern and Southern Africa (TSF-ESA) is a UNAIDS project managed by HDA. The TSF assists HIV and AIDS programmes in 21 Southern and Eastern African countries to access good quality, short term consultant support in strategic areas of planning and management, and actively supports clients to plan and manage consultancies. The TSF capacity development (CD) programme builds skills and confidence of country partners and regional consultants in priority areas of HIV and AIDS programming. The Director will define and lead implementation of a competitive business strategy for the provision of technical support services for country, regional and global partners. This will include leading the implementation of a comprehensive quality management process to ensure high technical quality in the overall provision of technical support services. The incumbent will benchmark business strategy deliverables against best-practices in technical support services. He or she will also champion innovation within the staff team and with key internal and external stakeholders. A key responsibility of the position is new business development and expanding the portfolio of services. The incumbent will lead HDA’s strategic positioning with respect to country partners and key technical and funding agencies, such as UNAIDS and the Global Fund, and ensure that HDA is at the forefront in the provision of leading-edge technical support to these regional and global clients. The incumbent will grow long-term relationships with clients through effective communication and partnership-building to proactively identify emerging needs and to lead the development of innovative business strategy solutions to address them The ideal candidate for this position will possess the following skills and attributes: • Masters Degree or equivalent in social sciences, public health or related field; • 8-10 years proven experience in leadership of large scale programme development & implementation; • Expert level knowledge of current and emerging best-practice in the provision of TS; • Senior level knowledge of Global Fund programmes, and those of other relevant donors, including UNDP, UNFPA, UNICEF, USAID, PEPFAR, and DFID, among others; • Senior level knowledge of health and development challenges, particularly those related to HIV/AIDS, TB and malaria, across the southern and eastern African regions; • Demonstrated ability to deliver results with large-scale, cross-functional teams; • Ability to work effectively in a highly energetic, and multiple engagement environment—the role requires dedication to team-work, a strong work initiative, and the ability to adapt to new challenges and ideas; • Proven track record in operational effectiveness, financial analysis, process re-design, re-engineering, change management, communication, relationship management, strategy implementation and project management. This is a full time position, based in Johannesburg South Africa. Remuneration will be set according to qualifications and experience.
