Health is specialized subject, in order to write on it you must have some basic knowledge on it .Sadique sb. you have had try best to explain general impression of public but reality is quit different . Let me bring some facts in you kind notice, these facts have been hiding from public since long time .I am sorry Sadique Sb. ,i am not agree with yours valuables observations due to facts which are i am going to narrate about health services which CMHs had been providing to patients .Firstly, Department of Health AJK have nothing to do with CMHs . These institutions are independent administratively as well as financially in all aspects. CMHs are getting more budget than any DHQ Hospital of AJK. As compare to DHQ Hospitals, CMHs are having more staff, more specialist and more doctors and also manpower. When we compare the financial status, then you will find no comparison between civilian health facilities and CMHs, Sadique Sb. Have you ever heard about medical audit, which is primary, indicator to assess the performance of any health institution .It is routine procedure in all civilized countries but here do not exist why? AJK health department is under martial law since it creation. If it had implemented here, then it would have show public, the services provide by any health institution. Have you ever compare the budget which has been located for CMHs and DHQ Hospitals of AJK ? Have you ever compared patient’s follow and health services between CMHs and DHQ Hospitals are providing to the population? Have you ever compare between the resources given to CMHs and civilian health facilities? Have you compared the number of staff posted in CMHs and DHQ hospitals? These statics are available, i will request you just read and then write article on health services. I understand that health department has been completely paralyzed by inefficient secretary of health and his irrelevant, apathetic attitude toward Health department .All Doctors, nurses and paramedical staff are working very hard day and night to provide health services to suffering humanity, although financial resources/ manpower are very limited in civilian health facilities, that is why result are not up to stranded. I do understand that AJK health department is not performing well due to managerial weakness and also undue political involvement. Please apply simple formula and then assess, how much gap is between health services provided by Health Department and fund available. Total budget for health then divided by total population of AJK. Then divided by 12 month and 30 days .it will give you clear picture that how much Government is spending on health of each individual citizen of AJK per day as compared to some most backward countries of Africa. Instead of all financial constrain, AJK is polio free since 12 years, Malaria free since five years and all health indicators are better then Pakistan as well as region countries. Even though our doctors ,nurses and paramedical staff are working inhuman conditions and leak of basic facilities . Where does the problem stand, Health policy has not been formulated in 67 years in AJK and political leadership have no vision to change present statue co. Bureaucracy of AJK , especial lent officers have no concern with health of people .Their main target is latest new model vehicles, servants ,main sours of corruption is central purchasing committee. When, i was working in EEAP as head of health sector, through Asian Development bank i have compiled AJK Government to sanction staff for EEAP constructed Health Facilities in 2010 but still posts of doctors, specialists are vacant due managerial weakness and same is in CMHs .Last year commandant of CMH Muzaffarabad has forwarded a funny proposal to finance department that reduce specialist Doctor posts and provide him watchmen ,cooks and Malis , Dr.Liaqut belong to Dana Muzaffarabad a best and young energetic Neurosurgeon was enthusiastic to serve in CMH but he was kick out and he has left for Saudi Arabia on big salary . State of art Hospitals are available like CMHs as well as EEAP constructed health facilities but due to incompetence of Health secretary and managerial weakness of head of these institution and also non availability of political will of Government AJK patients are suffering at all level. We have medical colleges, where professors are available, they can provide best quality of medical services to people of AJK and also in better way run health facilities and use latest medical equipment’s because medical colleges staff having expertise, but CMHs administration as well as AJK bureaucracy do not like to hand over these institutions to medical collages because there are highly qualified professors and army doctors had been remained their students. There is no comparison between professor and ordinary specialist, either he is in civilian or in army. It is my humble suggestion to Government of AJK to hand over these CMHs to Medical colleges and provide best health services quality to people of AJK. We have highly qualified, highly motivated, patriotic doctors in AJK, they must be given chance to serve in AJK at all level. Government must be truth this national asset and make and implement health policy, which should be patients friendly. Martial law must be end in AJK Health department forever.
