Here is a quote from Rep. Hammonds facebook update. Illinois, please wake up! $90,000,000.00. Last week I was shocked to read the findings of a state audit which found that as much as $90 million dollars in state funds had been dumped into a poorly-designed, poorly-administered and poorly-performing, “hastily-implemented” violence prevention program in Chicago. The Auditor General reported that around the 2010 election, the Governor siphoned funds from other items in the state budget and put them into a slush fund which was then used by aldermen and community organizers in Chicago for purposes that remain unclear today. The community agencies which received these funds did not account for how these millions were spent. From day one, there was weak or non-existent oversight or accountability surrounding these funds. There was not an open or transparent application process – only agencies recommended by politically-connected figures in Chicago were given the chance to apply. Areas which most needed violence prevention funds were excluded, and the program produced few if any results. This week, the Auditor General reported that tens of millions went into salaries and benefits for those charged with running the program, while other funds were spent on golf games, parade walkers and yoga classes. It is clear that the Governor and his administration have some very serious questions to answer about this program, including where the money went and what it was spent on. The money remaining in the fund should be frozen immediately.
