Here is how I see it. There is, supposedly, no money for basic supplies and needed staff for the School District of Philadelphia. So we see more and more negative press because there are not enough grown ups to monitor the children. (isnt there a legal ratio that has to be met) Then a private company swoops in to save the day AND still take public funds for certain schools. But the private company may not want your child with Special Needs. They will put out your student who misbehaves. So what will the public schools be left with? When the test results are published, what will they show? Will they say that the students in the public schools do not have the same resources as their suburban and privately owned counter-parts? NOPE! Will they mention the fact that there are no or very few students with special needs taking the tests in charter or privatized schools? NOPE! With such a jacked up school system, who in their right mind, would move into Philadelphia if they have small children? It is a sad state of affairs.
