Heres a question: Is it possible for the chief executive and his/her cabinet to be questioned by ordinary legislators from both the majority/government and minority/opposition blocs in a presidential system through question periods in the session hall of the legislature itself? No, but cabinet members can be summoned in legislative committees BUT NOT THE CHIEF EXECUTIVE. Remember: Separation of Powers between the executive and legislative branches of government. See? the Parliamentary system do have such feature that the Presidential system dont have. Thus, question periods makes the executive accountable/responsible/answerable to the legislature that is composed by elected representatives of the people. Question periods makes the government more efficient, competitive, less corrupt, and more accountable.
