Hi to all of you who live in the Monterra Development in Cooper City. We have a dear family friend who is running for the Monterra Community Development District Seat 5. Scott Barrocas. See his qualifications below. Biographical Information Experience Presently I am Chief of Staff to a Broward County Commissioner. I began this position in November 2012. From November 2006 till November 2012 I served as a Legislative Aide to a State Representative. In both positions I have had the responsibility of assisting in drafting, reviewing and analyzing legislation (state House of Representatives) and ordinances (County). Both positions have required me to review and analyze budgets. The state budget ranged from around 65 to 72 billion and the County budget is around 4 billion. Both positions required that I work closely with many other governmental entities including municipalities, the School Board and many special districts (our CDD is a special district). Finally, I assist constituents with their concerns and questions. Since 2005, I have been a licensed realtor. Presently my license is held with Infinity International Realty. Community involvement I presently serve on the steering committee for the 2015 JCC Maccabi Games that will be taking place throughout Broward next year. I am serving as the Volunteer Walk Coordinator for the tri-county area for Childhood Apraxia of Speech Association of North America. The family walk will take place September 27th at Markham Park. I also am an active member in various clubs. In the past I served on the Governmental Affairs Board of the South Broward Board of Realtors, one year serving as vice chair. Education I received my Bachelors in management from Bentley University and a Juris Doctorate from Nova Southeastern University. Issues Transparency Transparency and access is the issue that was the catalyst in my decision to run for the CDD. First and foremost starting meetings at 4:00 PM that take less then an hour needs to be changed to a more inclusive time that working people have a greater opportunity to attend and participate. Second, holding any meeting not in the district, when the district has accommodations to support the meeting is a huge inconvenience and in my eyes a deterrent for those that would like to attend. Lastly the agenda should be posted a certain number days prior to the meeting on the website. Procurement of Services Procurement process for all services be reviewed with great detail to ensure that the process allows for Monterra to procure the best company at the best price All services provided to Monterra will have to go through the procurement process on a yearly basis.
