House News: FLIGHT CREW TO BE CLASSIFIED AS PERSONS IN AUTHORITY UNDER NEW BILL There’s a proposed measure declaring flight crew personnel as “persons in authority” when a plane is in flight. “Under the Revised Penal Code, pilots and co-pilots of aircrafts, even in flight are neither considered as persons in authority or agents of persons in authority,” AKBAYAN Representatives Ibarra M. Gutierrez and Walden Bello pointed out. The lawmakers are authors of House Bill 4447 which seeks to “declare flight attendants and crew members as persons in authority, amending for that purpose Article 152 of Act No. 3815, otherwise known as the Revised Penal Code of the Philippines.” Gutierrez and Bello explained that when a plane, commercial aircraft in particular, members of a flight crew are the only people who effectively have jurisdiction over the passengers of a plane. During flight, it is incumbent upon the plane pilot, co-pilot, flight stewards and stewardesses, and other members of a flight crew to ensure that order is maintained in order to avoid greater injury to the life and property of everyone in the plane, the lawmakers said. They, however, lamented that “members of a flight crew risk being disrespected whenever they enforce and impose rules for the protection of passengers of a plane. (PRIB/dpt)
