How can we measure the effectiveness of education reforms? How can we ensure that reform efforts dont get ensnared in massive bureaucracies? According to the United Nations Development Program, its all about good governance. So what does good governance mean in the context of improving global educational quality and access? It means that governments must institute a a sound performance measurement system that curbs wasteful spending. Good governance also requires that countries contribute a significant percentage of their GDP toward education initiatives. For example, Pakistan spends a mere 2 percent of their GDP on education, and their schools suffer accordingly.
