How do you justify a state with prisons at 192% of capacity and the countrys 8th highest crime rate? Alabama State Senator Cam Ward told Congress that its fairly straight forward. Locking them up and throwing away the key is not the solution to our problem, Ward said. He went on to say, We have stuck our head in the sand and acted like it didnt exist, when every day it was right there in front of us. Alabama needs to prevent crime, not just lock people up.
