How does one start restoring the needed sense of public service, duty, discipline, morale pride and self-esteem into the RPNG Constabulary. It clearly remains with some officers, but has slipped away from too many in the force. The 2004 Police Review provided a suggested path, but most of its recommended actions have still not yet been followed, ten years later, and it needs to be reviewed and updated now, to reflect the current state of the police and the changing requirements, from a growing population (of 8 million+). Clearly politicization of top appointments doesnt help, or the hiring of police by various vested and commercial interests. Yesterday afternoon, for example, a group of some 50 police (from MacGregor Barracks) apparently came to the market at ATS and beat up many persons present, including breaking a womans arm, firing some 10 shots in the air and then confiscating (stealing?) food and other items from the adjoining kai bars etc... And the justification for this raid? Allegedly (according to local victims/observers) that two police had been beaten up there some days before, reportedly whilst selling buai, in uniform.. Whatever the reason, the police are paid by the public to uphold the law and human rights of PNGs citizens, not to undermine the law and perpetrate the human rights of the population (and in the process accumulate ever increasing compensation costs against the State)!
