How to simmer down Insurgency/Naxalism in Chattisgarh and affected areas: Mao philosophy the motivational guide for the insurgent groups states that Power flows from the barrel of a gun. Their prime objective is to bring a revolution based on armed rebellion and topple the government. Historically speaking,their revolt was against the lawlessness and brutality of landlords and police and since then have been killing police and paramilitary personals as they considered them the force behind their oppression. But now their agenda is to earn money through extortion,illicit trade of arms, torture and kill innocent lives including political figures and personals who revolt or try to obstruct their path among others.Though they are not aliens to India,and thus military couldnt participate in such cases. Lack of development, failure of statecraft and maladministration are the root causes for their imperil state of being. Having said that, still their lack of interest and belief in government-administration and becoming an obstacle to development reaching them through state machinery is dragging them further to impoverishment and perpetual misery. Herein the role of State and Central govt. plays a pivotal role, but off late this has not gained grounds. Not only this, the govt. is highly insensitive to the needs of the state forces involved in anti-insurgency operations. There have been gross inadequacy in Planning, Organising, Coordination, maintaining links of operations, Infrastructure support and aftermath management. Naxalism flourishes at the cost of statecraft and development. So what should be done to this gordian knot? 1.Change in attitude towards the Insurgent groups-incentivise talks; Inclusive development,participation, emancipation of villagers, streamline them, environment based development and security of livelihood and property among others. Although the process has already begun but not with integrity and honesty. So much focus should be on proper execution and implementation with proper accountability on authorities. 2. Promoting democracy as a just and only tool & means to meet demands and resolve issues-Elections(participative democracy), Pressure groups etc. 3.Keep a check on cross border Infiltration & Terrorism, supply of illegal arms and ammunition, bolstering confidence among states to work with integrity and co-operation(Confidence Building measures among states as well as bordering nations e.g Nepal, Bangladesh, China and Myanmar). 4.Strengthening state machinery; Infrastructure support,this will include focus on the needs and care of those involved in anti-insurgency viz. CRPF and state police forces ( focus should be on organising them, modernisation of arms and equipments, giving them proper operational objective not limited to mere consolation of their areas but out throw of insurgent groups and maintaining Law & order; Required autonomy w.r.t Operational command and hierarchy; much attention on health care; consular support to victims and personals alike; limited tenure on field duty with intermittent peace periods; motivation through incentivising them; dedicated lines of communication and support; strengthening intelligence and strong National Convention to fight Insurgency and cross border terrorism. 4. Even after all these, if Naxalism persists, its by their choice and any force trying to disturb the Peace, Harmony and Integrity of Nation,be it Kashmiri separatists or the N.E insurgents and for the matter Naxalites, should be dealt accordingly. As the saying goes Desperate time calls for desperate measures. And if Mao philosophy is what motivating them to fight Us, then Yes, our Jawans have this courage to prove it right that power flows from the barrel of a gun but not theirs but Uss... Enough of innocent blood and martyrs..Surrender or be ready to kiss the ground for We wont stop until we hunt you down completely!!
