Hybrid Repeal Passes Floor, Solar Freedom Advances thru Committee The repeal of the hybrid tax moved through the full Senate on a 35-3 vote today. Overwhelming. And this was considered a long shot, even a week ago. Meanwhile, my solar freedom bill (SB 222) got a unanimous report from the Senate Commerce & Labor Committee today. I’ve been working on this concept for years. This year, I reached a compromise with the community association industry, who historically opposed my bills. Under that compromise, subdivision declarations (which are filed in land records) will be undisturbed, while HOA bylaws and rules which prohibit solar without exception will no longer be enforceable. The net effect will be to free the solar industry and individual homeowners from gratuitous prohibitions, while permitting Boards to maintain reasonable restrictions. Finally, my bill on creating the Virginia-Korea advisory board (SB 227) advanced successfully through the General Laws Committee this afternoon. It’s now in Finance, where I need a small amount of funding to make it happen. All in all, a good day. Will be writing tomorrow about the East Sea — which has become the controversy du jour in Richmond.
