Briefly describe the resolution you are seeking. Comment * Statement Paypal is illegally operating. Paypal take money and funds from credit and debit cards and they do not have the required reserve account required by law for chargebacks or refunds. Instead they are illegally taking money out of a seller account to refund the consumer who has cancelled within 24 hours the transaction. Ebay who owns Paypal refuses consumers to cancel a transaction immediately. They further violate law by not allowing the seller to immediately cancel the transaction. When the seller attempts to refund the consumer for a cancelled transaction, Paypal attempts to steal the money from the sellers bank account. The law is clear about the requirement for merchants or any other person or company that accepts credit or debit cards that they must immediately refund the consumer if the transaction is cancelled. I am also filing with our state Senator and the California Department of Corporations, asking them to cancel Paypal and Ebays business license, and I am asking the state of california department of audits to audit them.
