I claim that the statement of overly large VM images are sources of additional losses (e.g., too large memory allocation and storage size) is non energy-efficient is not true. For example, because customer pays for their VMs that request the required CPU/memory/network for their applications (although customer application uses low resources). If a public cloud provider scales the customers VMs to some ratio for consolidating, then this is violation of quality of service (QoS). That why my works must concern on the QoS of customers.
