I dont fall for the Hammond Police BS excuse the pup was contained by electric fence. Why is a well posted electric fence not acceptable? My answer no matter what breed when power goes out thats when most pups become protective. This family chose to have this pup as part of their family. The cost caused by the officer should come directly out of his pocket for not using alternative choices. Obviously shes not aggressive or the family wouldnt get mail. The way I see it if mail personel can deliver with only pepper spray to protect them also in uniform than any officer who shoots an animal should be charged with animal cruelty PLAIN AND SIMPLE!
