I dont really want to start a big discussion regarding this shooting victim but... The police release survailance video... the Chief say the initial reason for stop was the kid and his friend were walking in the road, ok.... then he said they saw the evidence (boxes of cigars) which initiated the continued contact...ok First of all it doesnt matter when it comes down to the actually shooting that killed the kid because if he was with his hands up showing no weapon then the threat of imminant danger is dimished. Before getting there the entire aspect that this kid is walking with stolen goods in the open is kind of suspect and if that is the probable cause for stop then why not show a picture of the cigars in an evidence bag because clearly you would have to establish probable cause for the stop and since they show the video attempting to show the kid then where is the evidence of why he was stopped in the first place..
