I dont see why anyone things a tunnel beneath Stonehenge is a good idea. I do understand the attraction of getting the traffic out of the way so that the monument can be properly appreciated. Problem is the A303, a major arterial east-west route, goes down from dual to single carriageway just before you get there. So in busy times there is always a massive queue of westbound traffic. The single carriageway cant be expanded because it goes through villages, and we dont like bypasses so there wont be one of those any time soon. So, even if the tunnel is dual carriageway, all it will do is push the confluence of the streams slightly to the west and there will still be massive queues. Except that now theyll be in a tunnel. Mm, lovely.
