I have been diligently reviewing Batesville City Councils meeting minutes to see who has been at the meetings, how the discussions have been handled, then how they voted. From Januarys first meeting through Julys last meeting there was NOT ONE MENTION OF A PROPOSED ANNEXATION ORDINANCE !!!!! WOW, the majority of the proposed ordinances are usually read (in title only), then on the first 6 of the 8 proposed ordinances this year (2014) a councilman moves to suspend the the rules and waive the 2nd & 3rd readings, another councilman seconds the motion and it goes to a vote. Every ordinance has passed with a vote of 7 - FOR and 0 - AGAINST....with no discussions. (June 24, 2014 was the first meeting of the year when have all 8 council members were present.) I dont know about any one else, but I dont make a major decision (such as operating a city of 10,000 + people and its massive budget) without more information than a few sentences. WHEN, WHERE and HOW did the council members get their divine insight to have the ability to make a decision on such little information??? I would have wanted much more information. This leads me to believe the council members had knowledge of the ordinances prior to the meetings.
