I have had the good fortune to make three visits to Cuba and I certainly became convinced that the only way to improve the situation in Cuba would be to build stronger and broader relations with the people of Cuba who very much want normal relations with us. Even a group of dissidents who had been in and out of Cuban jails told a small group us to tell policy makers that the most important step the US could take would be to end the embargo.
